About the Individuals with Education Improvement Act

The Individuals with Disabilities Improvement Act is a federal law that guarantees all eligible children with disabilities from birth through the age of 21 the right to Early Intervention (Part C) and  a free and appropriate public education designed to meet their individual needs (Part B). 

In Ohio, Early Intervention for infants and toddlers (birth through 2 years) is part of the larger “Help Me Grow” system.  The Ohio Department of Health is the lead agency.  The link above provides information on the Individualized Family Service Plan and types of services provided through Help Me Grow. 

The Ohio Department of Education is the lead agency for preschool and school age special education (ages 3 through 21).

The Part B Operating Standards are Ohio’s rules regarding the federal act.  Please visit the Standards and related Guidance Document website.

The Individual Education Plan is a document that outlines the goals and objectives necessary to meet the educational needs of a student with disabilities.  The student, parents, teachers, and sometimes other agencies are part of the interdisciplinary IEP team.  To learn more, please visit the Individualized Education Program section on the Ohio Department of Education website.
