House Bill 214 (including county contact information)

House Bill 214, which became effective May 14, 2008, includes new language for section 5126.04 of the Ohio Revised Code.  This language details the process for determining how county DODD services will be delivered when a foster child receiving services, or in need of assessment to receive services in one county, is placed in another county by a Public Children Services Agency (PCSA).

A summary of the process is:

  • When the PCSA makes an out-of-county placement of a foster child who is
    • currently receiving service from a County Board of DODD, or
    • deemed to need an assessment to determine eligibility for services from a County Board of DODD,
  • the PCSA must immediately notify the County Board of the receiving county when the placement occurs.
  • Upon receiving notice of the placement from the PCSA, the County Board of the receiving county must notify the home County Board.
  • Within 10 days of the foster child’s placement, the receiving County Board and the home County Board must determine how services for the foster child will be provided in accordance with each board’s plan and priorities. 
  • If the County Boards cannot reach an agreement, the receiving County Board must notify the Ohio Department of DODD, of the boards’ failure to agree.  Within 10 days of receiving such notice, the Department must decide how services will be provided to the foster child.  The Department may decide that one, or both, of the County Boards will provide the services.   (Please call Tina Flowers at (614) 752-9028 if a referral needs to be submitted to the Department.)
