National Core Indicators Year 2 - RFP Questions & Answers

1. How are the 400 individuals selected?

Individuals are selected to participate in the National Core Indicators interview process via a stratified, random sampling process. The total eligible population (must be 18 years of age or older, and be receiving at least one other County Board service, other than solely SSA) were divided into like-size groups, and within each group a random sample was drawn.

2. Can you be a provider of services to people with disabilities in Ohio and still apply?

Yes, however because you cannot interview the people for whom you provide services, alternative arrangements for those interviews would be required.

3. Who are the individuals to be surveyed?

Individuals with mental retardation and/or other developmental disabilities who are 18 years of age or older, and who receive at least one other service from a County Board other than solely SSA.

5. How did you accomplish the first year, i.e. did you complete the interviews internally or did you have a contractor complete them for you? If so, who?
We bid it out and the Center for Marketing and Opinion Research (CMOR) was awarded the contract. They did all of the interviews and mailings, and collected and submitted (to HSRI) all of the data.

6. How many people do you expect the contractor to interview?
At least 400 people, face-to-face, all across Ohio, at the location of their choice.

7. How did you compile the data last year or did you send it in to HSRI?
Our contractor sends the data directly to HSRI. They collected it all via mailings (3,000) and face-to-face interviews (400) and submitted it directly to HSRI via their ODESA web portal.

8. Do you want an additional report created specifically for Ohio from the raw data?
No, the ODMRDD will create reports as needed.

9. The Letter of Intent was due 5/20/09. Is it possible to submit a response without a Letter of Intent?

Yes, you may submit a response without submitting a letter of intent.
